“While it is not usual to give awards to the Command Staff, I believe this award is deserved and is appropriate even though Aaron is the Deputy Chief!
Aaron had only been with Roy City Police for 4 months when 2016 started, he was already making a great presence known. He had come into this organization and hit the ground running. He immediately saw problems within the Animal Control Program, not the least of which is the cost of the program due to the contract entered into for the animal shelter. Aaron spent numerous hours and days trying to find ways to reduce costs, while also making certain the service improved. Early on he had to replace one of the Animal Control Officers and brought on Shannon Porter, who has been a great addition. With his collaborative style of leadership, he worked with Heather and Shannon striving to reduce costs for the program. At the same time he realized the training for the Animal Control officers had been eliminated in an earlier budget years prior, leaving both officers without adequate and proper training for their jobs. He found training opportunities to begin getting them back to a Nationally certified level which will continue into this year. He also oversaw Roy City Animal Control's recertification through the Drug Enforcement Agency for the required medications we maintain.
After much research, Aaron realized there was little to be done to reduce the cost of the program, so he began looking for ways to increase revenue, eventually realizing the best solution was for the Police Department to take over licensing and collection for animal services, and in November 2016, the police department, under Aaron's direction did just that. To date this has already resulted in several thousand dollars of additional revenue, helping to offset the cost of this expensive program.
During this same time frame, Aaron helped Roy City Police convert from the Versa-Dex Report Writing System to the new Spillman System. Working closely with Records Supervisor Jordan Earl, our Records Section, and Weber Dispatch, this conversion went off with few problems and was a very successful transition.
Aaron also oversaw the updating of our Police Policy Manual, a 450 page document. Trying to keep up with all the changes being made in policing, and the resulting required policy changes, affecting every action an officer takes, demands accuracy and great attention to detail. Aaron excelled at this.
As the year came to a close, the issue of possibly providing policing services to Hooper/West Haven demanded study and work to come up with an analysis of what such a service would cost. There was also the process of determining how such an arrangement would function within Roy City Police Department. Aaron's attention to detail allowed us to develop a financial proposal that we felt was accurate and reflected what it would cost for this service. The fact other issues surrounding this proposal created unknowns that eventually proved the proposal's downfall, does not take away from the outstanding effort Aaron put into this effort.
While doing all the above, Aaron has been a guiding force for Roy Police. He has become someone all employees look to for answers and counsel. I recently found out that while working undercover narcotics, Aaron earned the Nickname of "Tweeker" because of his ability to work so hard and fast. The name still fits. For these reasons, Aaron is deserving of this recognition.”
